PUBLIC NOTICE IS HEREBY GIVEN that there has been filed with the City Clerk, City of Thornton, Adams County, Colorado, a service plan and related documents for the proposed Village at North Creek Metropolitan District (the "District").  A map of the District along with the proposed service plan is now on file at the City of Thornton City Hall, 9500 Civic Center Drive, Thornton, Colorado, 80229-4326, and is available for public inspection.

NOTICE IS HEREBY FURTHER GIVEN that the City Council of the City of Thornton, Adams County, Colorado, will hold a public hearing at 7:00 pm, or as soon as possible thereafter, on Tuesday, July 23, 2019, in the Council Chambers at the Thornton City Hall, 9500 Civic Center Drive, Thornton, Colorado, to consider approval of the service plan for the District.

The proposed District initially consists of a total area of approximately twenty-eight (28) acres of commercial land located entirely within the City of Thornton, generally located at the southeast corner of E. 168th Avenue and Colorado State Highway 7.  An inclusion area of approximately fifteen (15) acres of commercial land is also proposed to be included within the District's service area.  The inclusion area is generally located at the southwest corner of E. 168th Avenue and Gilpin Street.  The total proposed service area of the District is 42.74 acres.

The proposed District is being organized as a metropolitan district to finance the construction of certain public improvements for the project known as The Village at North Creek. The District shall have the authority to impose a mill levy for repayment of debt and for limited administrative, operation and maintenance purposes. For debt service, the maximum mill levy that may be imposed by the District upon taxable property within the District's boundaries shall not exceed Fifty (50) mills; however, this maximum shall not apply when the total amount of debt is equal to or less than fifty percent (50%) of the District's assessed valuation. There is no maximum mill levy limit that may be imposed by the District upon taxable property within the District for operations and maintenance. If the method of calculating assessed valuation is changed by law, the maximum mill levy may be increased or decreased to reflect such changes.

Any person owning property within the geographical area of the proposed District who requests his or her property to be excluded from the District shall submit a written request for exclusion to the City Council of the City of Thornton no later than 10 days prior to the hearing described herein in order to be considered. 

NOTICE IS FURTHER GIVEN that any protests or objections to the proposed District must be submitted in writing to the City Council of the City of Thornton at or prior to the hearing, or any continuance or postponement thereof, in order to be considered.  All protests and objections to the creation of the District, as proposed, shall be deemed waived unless presented in writing at the time and manner specified above.

The Development Permits and Appeals Board of the City of Thornton will conduct a public hearing concerning a Development Permit and Specific Use Permit for a portion of Tract D1, Stargate Charter School Subdivision, Amendment No. 1.  The applicant is proposing the development of an approximate 2,180 square-foot restaurant with a drive-through.  

The subject property is located at the northeast corner of E. 144th Avenue and Washington Street.

This hearing will be held on July 16, 2019 at 6 p.m. at the Thornton City Hall in the Council Chambers, 9500 Civic Center Drive, Thornton, Colorado.
