Thornton Local Preference
Thornton City Council passed a new ordinance on April 27, 2010 to help support Thornton-based businesses by making it easier to win the City’s business. When evaluating bid prices to determine who wins the award, the bid price from a Thornton-based business will be given consideration by discounting it by the lesser of 5 percent or $10,000. All other bid evaluation criteria will remain unchanged. Note that the local business consideration will not apply to procurements that are federally funded, to cooperative procurements conducted jointly with or for the benefit of another governmental agency, to qualifications-based selections, or when prohibited by law.
To qualify as a Thornton-based business the business must:
- have a current Thornton business license,
- be current in all obligations to Thornton, and
- maintain a physical office, manufacturing, training, retail, or repair facility in Thornton.
