Is there an application?

Applications are no longer being accepted.

Will there be an agreement outlining the responsibilities of the nonprofits?

Yes. Each organization will need to sign and return a letter prepared by Thornton's Legal department. It outlines requirements, deadlines, and restrictions related to the organization’s use of the funds.

What the reporting requirements and deadlines?

Funds must be spent no later than November 13, 2020. Using the link provided above, organizations will need to submit a report as soon as funds have been spent and no later than November 20, 2020.

Use of Funds

Is there specific eligibility nonprofits should consider when serving Thornton residents?

Funds must exclusively serve residents of Thornton.

Thornton will utilize internal guidelines to make case-by-case decisions about each organization’s eligibility for funds, which include, for example, the organization's scope of service and population served (e.g. seniors, children, unhoused).

Which expenses are eligible?

All funds must be used for necessary expenditures that are incurred due to the COVID-19 public health crisis.  This may include, but is not limited to, personal protective equipment and other supplies intended to protect against the spread of COVID-19, and various forms of direct assistance to Thornton residents that have been impacted by COVID-19.

Reimbursement for necessary expenses that an organization incurred due to COVID-19 March 1, 2020 - November 13, 2020 may be eligible.

Does money need to be returned if unspent by the organization by November 13, 2020?

Yes. Unspent funds must be received by Thornton no later than November 20, 2020. Instructions on returning unspent funds will be provided to organizations.


What requirements does the CARES Act impose on the use of the funds?
The CARES Act provides that payments from the Coronavirus Relief Fund may only be used to cover costs that meet several criteria.  Important to your organization is that these funds can only be used to over costs that “are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19).”


Is there any federal guidance on how the funds must be spent?

Yes. The US Treasury Department has released two guidance documents interpreting the limitations imposed by the CARES Act, which can be found here and here. Please note, the federal government may update, supplement, or repeal guidance documents at any time.
