​The City is considering allowing small brewpubs to locate within the City.  This proposal will include small distilleries and wineries with tasting rooms or food service and will be called "Micro-Alcohol" facilities.  These uses are currently not allowed with taprooms or food service as part of the facility within the City's commercial districts. 

There are two breweries in the city already, Mother Tucker Brewery and Satire Brewing Company.  This code amendment will clarify regulations for these existing breweries and will allow more to locate in the city within nonresidential zoning districts.  Larger alcohol production facilities are classified as industrial uses, but will now be able to have a tasting room and retail sales if desired. To develop this amendment, staff researched a number of other cities in Colorado in order to determine the appropriate requirements for this use in Thornton.

Music, entertainment and dancing will be allowed within Micro-Alcohol uses.  Restrictions include a limit on production area, and truck loading next to residential areas is not allowed between 9:00 PM and 7:00AM.  No outdoor storage of spent materials is allowed unless the storage is for 72 hours or less, and the grain is enclosed within a suitable container and located in an approved location.
