Our Homeless Outreach Team (HOT) is out and about rain, shine, or snow!
The City of Thornton's Homeless Outreach Team is a group dedicated to building relationships with unhoused populations, providing them with resources and investigating encampments. HOT is committed to providing resources to those experiencing homelessness in the City of Thornton and works to eliminate any barriers that may keep them from achieving housing stability. Our team regularly does outreach to provide hygiene items, referrals to shelter, assistance in obtaining vital documents and other needed services. Funded by the Community Development Block Grant (CDBG), the HOT team is part of the Community Connections division which is the one-stop resource shop for people living in Thornton. The Homeless Outreach Team (HOT) works to proactively identify and outreach areas that are frequently occupied by people experiencing homelessness. HOT works with unsheltered community members in order to decrease and eliminate barriers that may be preventing them gaining housing stability. Safe Haven Program

Short-term assistance that provides two to four weeks of shelter for pets experiencing temporary homelessness, which could be from fire, domestic violence, or hospitalization. This program also provides shelter to pet owners who are experiencing homelessness during severe cold weather (under 15 degrees). Participation requires referral from a case worker. Monday-Friday from 8 a.m. to 5 p.m. (with occasional weekends and evenings). The Homeless Outreach Team hosts walk-in hours every Tuesdays from 8:30 AM to 12 PM.
There are currently no adult homeless shelters in the City of Thornton. Our Homeless Brochure Booklet has a list of family, youth, adult women and men shelters in other locations around the Denver Metro area.
Please call the HOTline at 720-977-5900. If HOT is not able to take your call immediately, please leave a detailed voicemail with your name, phone number, and location of the encampment. HOT will respond within 48 business hours.
The Homeless Outreach Team does not remove people from their encampments. Our role is to connect them to resources and services so they can become self-sufficient. HOT will do everything they can to let individuals know in advance if their encampment is to be removed by Code Compliance.

Colorado Crisis Line: 1-844-493-TALK (8255) is 24/7/365 support line for anyone affected by a mental health, substance use or emotional crisis. All calls are connected to a mental health professional, who will provide immediate support and connections to further resources. The national suicide crisis lifeline is 988 and is available 24 hours in both English and Spanish.
Homelessness is a period/episode where a person is not living in stable housing or is living in an emergency shelter, in the streets, couch surfing, in an institution for under 70 days, and other temporary living (living in unstable housing that is not permanent).
Homelessness can be caused by a variety of factors, including poverty, lack of affordable housing, unemployment, under-employment, low wages, fleeing from domestic violence, chronic health conditions, mental and physical disabilities that barriers to employment, systematic inequality, discrimination and much more.

Lawful Behavior
Sitting, lying down, or sleeping in a public place is not illegal if it doesn’t block a passageway or involve the use of a tent. Disruptive behaviors may be associated with mental health or addiction issues and should be treated with compassion. If the behavior is not illegal, the best first contact is the Homeless Outreach Team at 720-977-5900 to ensure the person is offered the resources and support they need.
Criminal Behavior
For criminal behavior, contact Thornton Police. Police enforcement action can be taken for illegal behaviors, which could include harassment, disorderly conduct or assault, (i.e., aggressive or threatening behaviors, physically touching/assaulting other people, threatening language, or violations of the noise ordinance). For emergencies call 9-1-1 and non-emergency reports call 720-977-5150.
Accumulation of Rubbish and Personal Items
The visible and odorous accumulation of rubbish and personal items can have a negative impact on a neighborhood by creating unsanitary conditions that facilitate rodent and insect infestation. If a situation arises where accumulation is occurring, and there is rubbish left on site for more than 24 hours, please contact the Homeless Outreach Team at 720-977-5900. Unattended personal items that belong to a person using a facility or seeking services is not a violation.
Camping Associated with Vehicles/Vehicles Parked Too Long
Motor vehicles must comply with posted parking regulations. This includes vehicles that are personal or recreational in nature. Thornton will address violations of improper parking or storage of motorhomes on private property. If it appears a vehicle is used for camping on a public street or on private property, please contact the Homeless Outreach Team at 720-977-5900.
Camping on Private Property
Camping on private, residential property with the owner’s permission is allowed for a limited amount of time. Camping on private property without permission may be considered trespassing. Call the Homeless Outreach Team at 720-977-5900 or 9-1-1 to report suspected violations.
Camping on Public Property
Including Natural Areas or Parks, is a violation of City Code when the natural areas and parks are closed from 11 p.m. and sunrise. Call the Homeless Outreach Team at 720-977-5900.
Thornton City Codes
Sec. 38-394 Littering
It is unlawful to allow or throw away litter or rubbish in any public spaces including private property in the city.
Sec. 38-396 Accumulation to constitute nuisance
It is unlawful for any person to allow, upon any lot or piece of ground under such person’s ownership or control within the city limits, any damaged merchandise, litter, trash, rubbish, garbage, or an accumulation of junk of any type except in specifically zoned areas by the city or ordinance.
Sec. 38-179(b) Trespassing prohibited
It shall be unlawful for any person to knowingly: (1) Enter, remain upon or refuse to leave any premises of another when, prior to such entry, remaining or refusal to leave, oral or written notice that such entry or continuing presence is prohibited is given by the owner, tenant of the premises or any person authorized by the owner or tenant to manage, control or care for the premises. (2) Enter, remain upon or refuse to leave any posted premises at specified times or while engaging in specific conduct prohibited by the posted sign. (3) Enter or remain in or upon premises, which are fenced or enclosed in a manner designed to exclude intruders, without permission of the owner, tenant of the premises, or any person authorized by the owner or tenant to manage, control or care for the premises.
Sec. 38-207(b) - Blocking streets or sidewalks
It shall be unlawful for any person to block any street or sidewalk in such manner as to hinder or impede the passage of pedestrians or vehicles over, on or along the street or sidewalk.
Sec. 38-209.5(b) Harassment
A person commits harassment if, with intent to harass, annoy, or alarm another person, such person: (1) Strikes, shoves, kicks, or otherwise touches or subjects a person to physical contact or threatens damage to such person’s property; or (2) Makes repeated communications which invade the privacy of another and interfere in the use and enjoyment of another’s home or private residence or other private property; (3) In a public place, or place reasonably expected to be viewed by public, directs obscene language or makes an obscene gesture to or at another person, or participates in obscene behavior or action; or (4) Follows a person in or about a public place.
Sec. 38-271 Urinating or defecating in public
It shall be unlawful for any person to urinate or defecate on any public street, alley or highway, or in any public parking lot, or in any area open to public view not specifically designated for that purpose.
Sec. 46-40 Tents
No tents or any other types of shelters or structures shall be erected upon any park, parkway, city-owned open space or recreation facility, except as part of a city-sponsored activity or as provided by an Administrative Directive.
