PUBLIC COMMENT PERIOD AND PUBLIC HEARING FOR THE

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

NOTICE is given that the City Council of the City of Thornton (City) will hold a public comment period and public hearing related to the 2024 Consolidated Annual Performance and Evaluation Report (CAPER), before submission to the U.S. Department of Housing and Urban Development (HUD).  

The CAPER assesses the City of Thornton’s progress in carrying out the 2020-2024 Consolidated Plan and the 2024 Annual Action Plan program year (PY) for the Community Development Block Grant (CDBG) funded programs and services that focus on low- and moderate-income residents. The document includes information on the PY 2024 accomplishments; how obstacles were addressed; how other resources were leveraged; what monitoring activities took place; the citizen participation process; and what actions were taken to affirmatively further fair housing. The CAPER also describes what actions were taken in the 2024 program year to meet housing and homeless services, community development, and non-homeless special needs. The city’s 2024 program year ran from October 1, 2024, to September 30, 2025. 

Public Comment Period

A 17-day public comment period for the 2024 CAPER will run from November 28, 2025, to December 15, 2025, at 5:00 pm MST. Residents are welcome to provide comments on the 2024 CAPER during this period.  The draft 2024 CAPER will be available online starting November 28, 2025, at https://www.thorntonco.gov/community-culture/community-connections-resources-grants/community-development-block-grants. A printed copy can be viewed at the Parks, Recreation & Community Programs Department - Community Connections Building at 9471 Dorothy Blvd., Thornton, CO 80229.

The City will also hold a public hearing on the 2024 CAPER on December 16, 2025, at 7:00 pm MST during the City of Thornton City Council meeting in the Council Chambers, 9500 Civic Center Drive, Thornton, CO 80229.  City Council meetings can also be viewed online at: https://www.thorntonco.gov/government/mayor-council/council-meeting-information. Se INFORMA que el Concejo Municipal de la Ciudad de Thornton (Ciudad) llevará a cabo un período de comentarios públicos y una audiencia pública relacionada con el Informe Anual de Evaluación y Desempeño Consolidado (Consolidated Annual Performance and Evaluation Report, CAPER) 2024, antes de su presentación ante el Departamento de Vivienda y Desarrollo Urbano (Housing and Urban Development, HUD) de los EE. UU. 

El CAPER evalúa los avances de la Ciudad de Thornton en la realización del Plan Consolidado 2020-2024 y el año programático del Plan de Acción Anual (PY) 2024 para los programas y servicios financiados por los Subsidios en Bloque para Desarrollo Comunitario (CDBG) que se enfocan en residentes de ingresos bajos y moderados. El documento incluye información sobre los logros del PY 2024; cómo se abordaron los obstáculos; cómo se aprovecharon otros recursos; qué actividades de monitoreo se llevaron a cabo; el proceso de participación ciudadana; y qué acciones se tomaron para promover afirmativamente una vivienda justa. El CAPER también describe qué acciones se tomaron en el año programático 2024 para atender los servicios de vivienda y personas sin hogar, el desarrollo comunitario y las necesidades especiales para personas sin hogar. El año programático 2024 de la ciudad se desarrolló del 1 de octubre de 2024 al 30 de septiembre de 2025. 

Período de comentarios públicos

Un período de comentarios públicos de 17 días para el CAPER 2024 se extenderá del 28 de noviembre de 2025 al 15 de diciembre de 2025, a las 5:00 p. m. MST. Los residentes son bienvenidos a dejar sus comentarios sobre el CAPER 2024 durante este período.  El borrador 2024 CAPER estará disponible en línea a partir del 28 de noviembre de 2025, en  https://www.thorntonco.gov/community-culture/community-connections-resources-grants/community-development-block-grants.  Se puede ver una copia impresa en el Departamento de Parques, Recreación y Programas Comunitarios - Edificio de Enlaces Comunitarios en 9471 Dorothy Blvd., Thornton, CO 80229.

All interested citizens, groups, and organizations are encouraged to attend and submit comments. To provide testimony during the public hearing, register in advance at:
