City Development

ATTENTION: Scam emails regarding development projects

City Development would like to warn residents and applicants of scammers requesting payments and acting as City Employees. If you receive an email asking for a wire transfer related to a specific project, DO NOT open any attachments or reply to the email. All emails from the City of Thornton will end with @thorntonco.gov, and fees will be requested by a CityView email, directly from your case planner, or from our City Development Administrative staff. If you have any doubts, do not hesitate to call your case planner, or reach out to City Development at 303-538-7295.

Housing Choice Code Amendment

Thornton's City Development Department has kicked off the Housing Choice Code Amendment. This project focuses on exploring the tools available to increase housing choice in the city and meeting local housing goals. Fill out the survey and find more information on the Housing Choice Code Website

Attention: Updates to Treatment of Application Submittals

If resubmittals on pending applications are not filed by February 12, 2026, the applicant must file a new application with the city and that application will be subject to the new Development Code as adopted by Council.
