Development Construction Permits Applications (New Development and Re-Development Projects)

How to apply for a Development Engineering ROW Permit or Development Traffic Control Permit starting November 3, 2025

Inspections: Development Engineering Inspectors are assigned to a project for its duration. Inspections are scheduled through the assigned inspector.

  • Please go to the CityView Portal and create an account or log in using your existing account. 
  • Once logged in, click on the “Apply for a Planning Permit” link under Planning Department. 
  • Once there, it will prompt you to provide some details for your project. Please use the appropriate handouts below for detailed instructions on how to apply. 
  • Right-of-Way (ROW) Permit Development Engineering Handout [PDF/643KB](New Process) - Required for all Right-of-Way Closures including Franchise permits (not required for parking lot repairs or private roadways). Development Construction ROW Permits are required for any work in the City of Thornton Right-of-Way that is not covered under the Construction Permit for the Property. Typically for new development of re-development projects this would include street light install and/or dry utility services to the property.
  • Development Engineering Traffic Control Permit Handout [PDF/1MB] (New Process) – Required for all Right-of-Way Closures including Franchise permits (not required for parking lot repairs or private roadways). Development Engineering Traffic Control Permits (DE TCPs) are required when traffic control devices or advanced warning signs are installed in the City ROW for any work related to a new development site or redevelopment of an existing site.
  • Construction Permits and Additional Construction Permits (Process didn’t change) – Construction permit for new or re-development of a property and for parking lot repairs. (Not for Franchise company use - United Power, Xcel, Comcast and etcetera).

IMPORTANT: If you are needing a permit for work that is for a Capital Improvement Project (“CIP”) for the City of Thornton, work in the City that is not related to a new development site or redevelopment site or non-construction related items, please use the instructions on the city’s Infrastructures ROW Website to apply as this process update is for active Development Projects Permits ONLY.
