Building Inspection Division
The Building Inspection Division is responsible for the Plan Review, Permit Issuance and Inspection of new construction projects and remodel of existing structures in the City of Thornton.
Office Hours are 8:00 a.m. to 5:00 p.m. Monday through Friday. Payments at the counter are accepted 8:00 a.m. to 4:30 p.m. Payments can be made through the online portal at any time.
Manufactured Housing Inspections Update
Effective July 1st, 2025, the City of Thornton will no longer be a participating jurisdiction with the State of Colorado Manufactured Housing Inspection Program. The City of Thornton will no longer be doing setup inspections or attaching insignias for manufactured housing. You will need to contact the state to see what their requirements are for manufactured housing. The City of Thornton will continue doing a final building inspection and all utility meter release inspections. The final building inspection will consist of inspecting the building entrance/exit landings, steps, skirting and checking for a storage shed.
2024 ICC Codes and 2023 NEC
We are pleased to announce that the 2024 International Codes and the 2023 National Electric Codes with local amendments have been approved by council.
The effective date is July 1, 2025, all permit applications submitted on or after this date will be required to comply with the provisions of the following applicable codes:
- 2024 International Building Code
- 2024 International Residential Code
- 2024 International Plumbing Code
- 2024 International Mechanical Code
- 2024 International Fuel Gas Code
- 2024 International Energy Conservation Code including the Colorado Model Electric Ready and Solar Ready Code
- 2024 International Existing Building Code
- 2024 International Pool and Spa Code
- 2023 National Electric Code

Inspections
Schedule your inspections online through our CityView Portal. You will need to register on the portal in order to schedule inspections. Make sure to follow the instructions for registration under the Portal Help menu. If you are a contractor you will need to log in using your company login. You can also schedule inspections through the Inspection Request Line 303-538-7396. For roofing inspections only call 303-538-7430.
