NO PUBLIC HEARING IS ASSOCIATED WITH THIS ITEM
The City of Thornton is considering an administrative decision regarding a Preliminary Plan for a mixed-use development consisting of nine planning areas known as 164th Avenue and Highway 7 (Royel Point). The proposed land uses are: single-family attached for Planning Areas 1-6, multifamily for Planning Areas 7-8, and regional commercial for Planning Area 9.
The subject property is approximately 92 acres in size and generally located north of East 160th Avenue, east of the Bull Canal, south of East 164th Avenue, and west of Highway 7.
A Preliminary Plan application was submitted to the City of Thornton by Ventana Capital on September 29, 2025. City Staff has reviewed the proposal and has found that it meets the requirements of Chapter 18 of the Thornton City Code (Development Code).
The decision is anticipated to be final on or after August 24, 2026.
