NO PUBLIC HEARING IS ASSOCIATED WITH THIS ITEM
The City of Thornton is considering an administrative decision regarding a Preliminary Plan for the development of approximately single-family detached homes on approximately 151 acres located southwest of Quebec Street and E. 144th Avenue. The Planning Area also includes a 10-acre school site and 16.5 acres of park space, featuring six themed parks, a large neighborhood park, a recreation center, and a regional trail.
The subject property is generally located south of East 144th Avenue between Locust Street and Quebec Street.
A Preliminary Plan application was submitted to the City by Hines, on November 3, 2025. City Staff has reviewed the proposal and has found that it meets the requirements of Chapter 18 of the Thornton City Code (Development Code).
The decision is anticipated to be final on or after October 22, 2026.
