PUBLIC NOTICE IS HEREBY GIVEN that there has been filed with the City Clerk, City of Thornton, Adams County, Colorado, a Service Plan and related documents for the proposed Sunrise Metropolitan District (the “District”). A map of the proposed District along with the proposed Service Plan are now on file at the City of Thornton City Hall, 9500 Civic Center Drive, Thornton, Colorado, 80229-4326, and are available for public inspection.

NOTICE IS HEREBY FURTHER GIVEN that the City Council of the City of Thornton, Adams County, Colorado, (“City Council”) will hold a public hearing at 7:00 pm, or as soon as possible thereafter, on Tuesday, July 14, 2026, in the Council Chambers at the Thornton City Hall, 9500 Civic Center Drive, Thornton, Colorado to consider approval of the Service Plan. The City is also offering remote access to the public hearing. After registering, you will receive a confirmation email containing information about joining the meeting and the process for providing testimony.

The proposed District consists of approximately 86 acres of land which is generally located south of East 120th Avenue and east of Holly Street. The subject site is currently located entirely within unincorporated Adams County but is proposed to be annexed by the City of Thornton. City Council will vote on the annexation application prior to voting on the proposed District, with both public hearings scheduled to occur on July 14, 2026.

The proposed District is being organized as a metropolitan district to finance the construction of certain public improvements for the project known as Sunrise. The proposed District shall have the authority to impose a mill levy for repayment of debt and for limited administrative, operation and maintenance purposes. For debt service, the maximum mill levy that may be imposed by the proposed District upon taxable property within the proposed District’s boundaries shall not exceed fifty (50) mills; however, once the proposed District’s total amount of debt is equal to or less than fifty percent (50%) of its assessed valuation, either on the date of issuance or thereafter, the proposed District’s mill levy to be imposed to repay its debt shall be such amount as is necessary to pay the debt service on such debt, without limitation of rate. If the method of calculating assessed valuation is changed by law, the maximum mill levy may be increased or decreased to reflect such changes. The proposed District may impose unlimited mills upon taxable property within its boundaries for ongoing operation and maintenance.

Any person owning property within the geographical area of the proposed District who requests their property to be excluded from the District shall submit a written request for exclusion to City Council no later than 10 days prior to the hearing date described herein in order to be considered.

NOTICE IS FURTHER GIVEN that any protests or objections to the proposed District must be submitted in writing to City Council at or prior to the hearing, or any continuance or postponement thereof, in order to be considered. All protests and objections to the creation of the District, as proposed, shall be deemed waived unless presented in writing at the time and manner specified above.

All interested parties are invited to attend the public hearing or present their views to Thornton City Council by providing written comments in advance of the public hearing. Written comments sent via email must be received at Kira.Stoller@ThorntonCO.gov prior to 4:00pm MDT/MST on the day of the public hearing. Written comments sent via mail to Thornton City Hall, City Development Department, 9500 Civic Center Drive, Thornton, CO 80229 must be received at City Hall prior to 5:00pm MDT/MST on the Friday preceding the public hearing.  If you have any questions concerning this matter, please contact the City Development Department at 303-538-7295.
