2026 Annual Action Plan Public Review Opportunity
How and where should we spend our CDBG funding for 2026 - 2027??? The city is holding a 30-day public comment period beginning June 25, 2026, through July 26, 2026, and a public hearing on July 28, 2026, at 7:00 p.m. regarding the draft 2026 Annual Action Plan (AAP). In 2026, the U.S. Department of Housing and Urban Development (HUD) allocated $766,847 in Community Development Block Grant (CDBG) funds to benefit low- to moderate-income (LMI) people in Thornton. The AAP outlines how the City will address housing and community development needs during the 2026 program year, how to address barriers to affordable housing, community development, homelessness, public services, public participation, and available resources to meet the underserved needs in the community.
The 2026 AAP proposes to fund the following activities for LMI residents:
Homeless Assistance & Outreach (15%) $115,027
Code Compliance Assistance $400,700
Exterior Home Painting for Seniors $50,000
Future Housing or Public Facility Projects $47,751
Grant Administration (20%) $153,369

30-day Public Comment Period
The 30-day public comment period for the 2026 AAP will run from June 25, 2026 through July 26, 2026. The 2026 AAP describes the activities listed above and is available online starting June 25, 2026, at https://www.thorntonco.gov/community-culture/community-connections-resources-grants/community-development-block-grants. Residents are welcome to provide comments on the 2026 AAP during this period. Printed copies can be viewed at Community Connections at 9471 Dorothy Blvd., Thornton, CO 80229 or mailed upon request. Public Hearing
The City will hold a public hearing on the 2026 AAP on July 28, 2026, at 7:00 pm MST during the City of Thornton City Council meeting in the Council Chambers, 9500 Civic Center Drive, Thornton, CO 80229. City Council meetings can also be viewed online and guidance on audience participation is provided at the link below.

Thornton Home Rehabilitation Programs
Help for Homes Program – re-opened Applications!
The Help for Homes program offers eligible Thornton homeowners the opportunity to receive up to $10,000 in free home repairs to improve the health, safety, accessibility, and energy efficiency of their homes. This program is designed to support low- to moderate-income residents and requires applicants - meet specific income guidelines, own the home, and are current on their property taxes. Assistance may cover critical repairs such as plumbing, electrical, roofing, or heating issues. Applications are now open and funding is limited! Interested residents are encouraged to apply as soon as possible to take advantage of this valuable resource.
Covered Repairs May Include:
- Plumbing or electrical issues
- Heating/furnace replacement
- Roof repairs
- Accessibility modifications (e.g., ramps, grab bars)
- Energy-efficiency upgrades
CodeCAP Program
The Code Compliance Assistance Program (CodeCAP) [PDF/1.1MB] assists income-eligible Thornton homeowners in fixing city code violations in their yards. The program is federally funded through the Community Development Block Grant (CDBG) program and is free to qualified residents. Eligible projects include:
- Removal of hazardous waste
- Trash and debris removal, including furniture and appliances
- Fence repair or replacement
- Accessibility improvements
- Minor restorative front yard WaterWise landscaping
Not all projects are eligible, and funding is limited. CodeCAP is not a lawn mowing or weed removal program. Other resources may be available. For more information and to get an application, contact Community Connections at 720-977-5800 or Housing@ThorntonCO.gov.
