Purpose of Legacy Districts
A Legacy Zone District is an existing zoning district, prior to the repeal and reenactment of Chapter 18 that became effective on September 1, 2025. Legacy Zone Districts will continue to have the same zoning standards prescribed in the Code with few or no changes. However, after the effective date of September 1, 2025, no new property will be zoned to a Legacy District. Properties zoned as a Legacy District may apply for a Zoning Amendment (see Section 18-62) to change the Legacy Zone District to a Base Zone District as identified in Article III of the Development Code.
List of Legacy Districts
The following is a list of the Legacy Districts and the applicable Chapter 18 section reference that establishes each Legacy District; the Legacy Districts are:
- Single-Family Detached Legacy District (SFD-L) – Section 18-119
- Manufactured Home Legacy District (MH-L) – Section 18-120
- Planned Development Legacy District (PD-L) – Section 18-121
- City Center Legacy District (CC-L) – Section 18-122
- Employment Center Legacy District (EC-L) – Section 18-123

Below are the Purpose and Intent statements of each Legacy District.
Single-Family Detached Legacy District (SFD-L) – Section 18-119

The SFD-L District is established to accommodate the continuation of the development and uses on property that was zoned Single-Family Detached (SFD) District prior to September 1, 2025 (the date of adoption of this chapter). The SFD-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned SFD as of September 1, 2025. It is anticipated that undeveloped SFD-L property may rezone to the Residential – Low Density District (RL) to better accommodate the dimensional standards needed for newer home types in accordance with the Zoning Amendment procedures set forth in Section 18-62.
Manufactured Home Legacy District (MH-L) – Section 18-120
The MH-L District is established to accommodate the continuation of manufactured home parks or subdivisions on property that was zoned Manufactured Home (MH) District prior to September 1, 2025 (the date of adoption of this chapter). The MH-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned MH as of September 1, 2025.
Planned Development Legacy District (PD-L) – Section 18-121
The PD-L District is established to accommodate the continuation of the development and uses on property that was zoned Planned Development (PD) prior to September 1, 2025 (the date of adoption of this chapter). The PD-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned PD as of September 1, 2025.
City Center Legacy District (CC-L) – Section 18-122
The CC-L District is established to accommodate the continuation of the development and uses on property that was zoned City Center (CC) District prior to September 1, 2025 (the date of adoption of this chapter). The CC-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned CC as of September 1, 2025.
Employment Center Legacy District (EC-L) – Section 18-123
The CC-L District is established to accommodate the continuation of the development and uses on property that was zoned City Center (CC) District prior to September 1, 2025 (the date of adoption of this chapter). The CC-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned CC as of September 1, 2025.
Industrial Legacy District (I-L) – Section 18-124
The I-L District is established to accommodate the continuation of the development and uses on property that was zoned Industrial (I) District prior to September 1, 2025 (the date of adoption of this chapter). The I-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned Industrial (I) as of September 1, 2025.
Mineral Conservation Legacy District (MC-L) – Section 18-125
The MC-L District is established to accommodate the continued conservation of commercial mineral resources on property that was zoned Mineral Conservation (MC) District prior to September 1, 2025 (the date of adoption of this chapter). The MC-L District is a legacy district and is not intended to be applied to any additional land area in the city beyond those properties that are zoned MC as of September 1, 2025. It is expected that once the commercial mineral resources are mined, the land shall be restored to a condition that is suitable for other uses consistent with the city’s Comprehensive Plan.
