NOTICE OF CITY COUNCIL PUBLIC HEARING

PUBLIC NOTICE IS HEREBY GIVEN that there has been filed with the City Clerk, City of Thornton, Adams County, Colorado, a service plan and related documents for the proposed Westwood Metropolitan District (the "District").  A map of the District along with the proposed service plan is now on file at the City of Thornton City Hall, 9500 Civic Center Drive, Thornton, Colorado, 80229-4326, and is available for public inspection.  Please email Clerk@ThorntonCO.gov to request a copy.

NOTICE IS HEREBY FURTHER GIVEN that the City Council of the City of Thornton, Adams County, Colorado, will hold a public hearing at 7:00 pm, or as soon as possible thereafter, on April 14, 2020. To provide testimony dureing the public hearing, register in advance at  https://thorntonco.zoom.us/webinar/register/WN_JD8VjeooQMyRYMUX31G_yA      After registering, you will receive a confirmation email containing information about joining the meeting and the process for providing testimony.

The proposed District consists of approximately sixty-two (62) acres of residential land located entirely within the City of Thornton, and is generally located south of East 156th Avenue between Holly Street and Monaco Street.  

The proposed District is being organized as a metropolitan district to finance the construction of certain public improvements for the project known as Westwood. The District shall have the authority to impose a mill levy for repayment of debt and for limited administrative, operation and maintenance purposes. For debt service, the maximum mill levy that may be imposed by the District upon taxable property within the District's boundaries shall not exceed Fifty (50) mills; however, this maximum shall not apply when the total amount of debt is equal to or less than fifty percent (50%) of the District's assessed valuation. There is no maximum mill levy limit that may be imposed by the District upon taxable property within the District for operations and maintenance. If the method of calculating assessed valuation is changed by law, the maximum mill levy may be increased or decreased to reflect such changes.

Any person owning property within the geographical area of the proposed District who requests his or her property to be excluded from the District shall submit a written request for exclusion to the City Council of the City of Thornton no later than 10 days prior to the hearing described herein in order to be considered. 

NOTICE IS FURTHER GIVEN that any protests or objections to the proposed District must be submitted in writing to the City Council of the City of Thornton at or prior to the hearing, or any continuance or postponement thereof, in order to be considered.  All protests and objections to the creation of the District, as proposed, shall be deemed waived unless presented in writing at the time and manner specified above.

Pursuant to the Liquor Laws of Colorado, Milligan's Tavern LLC, 5499 N. Federal Hwy, Suite I, Boca Raton, FL 33487, Ms. Lisa Leder, Owner, 191 W. Key Palm Road, Boca Raton, FL 33432; DBA Milligan's, 5883 E. 128th Avenue, Thornton CO 80241, have requested the Thornton Local Licensing Authority (LLA) to grant a Tavern Liquor License to sell Malt, Vinous, and Spirituous Liquor by the drink for consumption on the premises.

Hearing on the application received 12/11/2019, will be held before the LLA on Wednesday, February 19, 2020, at 6:00 p.m., or as soon thereafter as may be heard, in the Thornton City Hall Council Chambers, 9500 Civic Center Drive, Thornton, CO, 80229. At said time and place, any interested persons may appear to be heard for or against the granting of this license.
