An ordinance amending Thornton City Code Section 38-391 to remove the requirement for the City Manager to declare a nuisance to be a nuisance after a notice to abate the nuisance was already issued and Section 38-393 to include abandoned shopping carts as an enumerated nuisance, and adding a new Division 5 to Chapter 38, Article X of the Thornton City Code concerning abandoned shopping carts.
