Incorporated in 1956, Thornton is a "home-rule" city, meaning that it has its own constitution. Our nine City Council members, with the assistance of the City Manager, are responsible for setting policy, making laws, and developing goals for the city.

The Thornton Comprehensive Plan and Thornton's Future
We have an overall vision of how the city will grow, and how it will continue to address the needs of its citizens. it's called the Thornton Comprehensive Plan, and it has many moving parts.
The
Thornton Comprehensive Plan is an overall vision of how the city will grow and how it will continue to address the needs of its citizens. The most recent update was adopted by City Council on September 11, 2012.
The Plan is comprised of 1) an overall document that sets a vision for the city, and 2) a number of Strategic Master Plans and Area Plans that detail how this vision will be achieved. Responsibilities for these "subplans" are distributed throughout many City Divisions. However, oversight for the majority of the plans falls to the Policy Planning Division, which is charged with planning for long-range growth and housing in the City.
